Use vps in san diego, ca, usa. To get gomarkets, 1ms or less. For ibfx au, appx 70 ms.
CNS has two tools. One is a http://helpdesk.commercialnetworkser...barticleid=174 of historical test run every so often. Another is that a http://helpdesk.commercialnetworkser...barticleid=182 which you can test any IP address latency for their servers.
For guide trading, even 300ms may be considered acceptable. Under 200ms is much better. I doubt you would get anything above 200ms, unless they just have 1 live host place like ibfx and you're about another half of the world. But for autotrading, I cannot stress enough importance of reliable vps solution, physically situated as close to a broker as you can. Exactly the same link above explains why.
edit: no forced reboots, either. It ought to remain on 24/7.
