    I'd like to know if I'm right at this.

    Throughout a particular open market-hours such as in NY, banks and associations in the united states can buy and sell currencies as normal. After the market is closed , in america, can't buy and sell currencies at all. That is the reason why the USD pairs volume is reduced when NY is closed and trades occur only between Sydney, Tokyo, and London.

    Any institution can buy/sell any currency anytime they feel like it. There are no restrictions on times when they may trade. Many larger organizations have offices in various time zones like NY, Tokyo, and London. This permits them to roll their rankings to the branch that is currently available during business hours. That is the reason some people today refer to currency positions which follow the sun.
